新加坡2022年11月25日 /美通社/ -- 新加坡通讯及新闻部与新加坡资讯通信媒体发展局在今天举行的新中（深圳）智慧城市项目合作联合执行委员会第三次会议上，宣布与深圳签署八份谅解备忘录，并推出新中（深圳）智慧城市项目（Singapore-China (Shenzhen) Smart City Initiative, 简称SCI）的14个全新合作项目。

SCI联合执行委员会由新加坡通讯及新闻部常任秘书梁颖强先生和深圳市人民政府市长覃伟中先生担任联合主席。随着新加坡和深圳合作推进的智慧城市项目迈入第三个年头，其规模与质量拓展优化，全新合作项目的数量也比去年多出了一倍。这一系列的新项目将深化新深在实现数字化转型和政策创新方面的持续合作，并为我们的企业和人民在研究和创新、贸易、可持续性和人才发展方面创造新发展机遇。

新加坡和深圳加强数字联系，实现更加一体化的贸易和商业网络
梁先生说：“2019年推出的新中（深圳）智慧城市项目让新加坡和深圳之间建立了更强大的数字和商务联系。双方克服过去三年冠病疫情所带来的挑战，努力加强智慧城市项目作为数字创新、智能城市合作、商业和人才交流的有效平台。新加坡和深圳将积极促进有利的商业环境，让企业能安全又流畅地进行创新和跨境交易，同时加强两地的经济复苏和克服逆境的韧性。”
双方的主要合作领域之一是通过使用电子提货单（electronic Bills of Lading, 简称eBLs）促进数字贸易。新加坡资讯通信媒体发展局和深圳市商务局在过去一年，评估了使用电子提货单进行贸易的成功试验结果，双方现在准备将新加坡资讯通信媒体发展局的“贸易互信”（TradeTrust[1]）试点框架扩大到涉及银行、托运人和其他合作伙伴的实际商业交易。这将为贸易供应链的全面数字化铺平道路，并为生态系统带来更快捷和更安全的数字贸易流动。
新加坡资讯通信媒体发展局也在深化与中国领先技术孵化器“启迪之星”（TusStar）的合作。进入下一个发展阶段，启迪之星将通过在新加坡建立枢纽以增加它在东南亚地区的影响力，并扩展在人工智能（AI）、增强现实/虚拟现实和传感器技术领域的联系网。这项伙伴关系将有助把来自新加坡、深圳和中国其他城市的技术初创企业与东南亚市场联系起来。
新合作通过数字化带来更大的利益
这次推出的14个新合作项目反映了数字技术在智慧城市项目的数字互联互通、人才交流和培养、技术合作和创新创业等重点领域的变革作用。当中有一些显著的项目探索先进技术和人工智能的利用，并促进绿色经济和可持续发展，例如减少产业的二氧化碳排放，以及加强电动汽车的电池管理。
智慧城市项目展现了合作强劲韧性，并突显了新加坡和深圳在数字经济发展中的领先地位，以及体现了智慧城市项目的创新成果可扩展到东南亚和大湾区更多城市的巨大潜力。
